Position Title: Senior Manager, Intergovernmental Policy Advancement

Reporting To: Senior Director of Intergovernmental Relations 
Location: Remote, Hybrid or local (MNC Office, #600-180 Elgin Street, Ottawa, ON)
Position Status: Full Time (35 hours per week) indeterminate

The Organization: 
The Métis Nation is a distinct Indigenous people recognized under Section 35 of the Canadian Constitution Act, 1982. The Métis National Council (MNC) and its Governing Members advocate for the Métis Nation. The primary mandate of the MNC is to work with federal and other key stakeholders to resolve systemic issues and concerns of the Métis Nation such as the fiscal relationship with the federal government; economic development; health; childcare and family services; education; environment, Métis veterans, and language promotion and protection. The MNC represents the Métis Nation both domestically and abroad and seeks to reinforce the Métis Nation’s right to self-government in Canada.  


The Opportunity:  
The Métis National Council is seeking  an experienced Senior Manger, Intergovernmental Policy advancement to lead the development and advancement of national policy priorities across the intergovernmental policy portfolio. 

Reporting to the Senior Director, Intergovernmental Relations, you will provide leadership on strategic policy development, federal engagement, and distinctions-based policy advocacy that advances the priorities of the Métis Nation. Working closely with Governing Members, federal partners, and internal experts, you will identify emerging policy opportunities, develop evidenced-based policy positions, and support the implementation of key national initiatives. 

Key Responsibilities: 



  • Lead the advancement of strategic policy priorities across the intergovernmental portfolio. 
  • Identify emerging policy opportunities, risks, and federal initiatives impacting the Métis Nation. 
  • Develop strategic policy positions, recommendations, and advocacy approaches. 
  • Direct policy research, analysis, and evidence gathering to support decision-making and advocacy efforts. 
  • Lead the development of distinction-based policy proposals, funding recommendations, and federal engagement strategies.
  • Build and maintain working-level relationships with federal departments, agencies, and external partners. 
  • Represent the MNC at federal consultations, engagement processes, policy tables, and working groups. 
  • Coordinate policy engagement with Métis Governments to support alignment while respecting regional priorities and jurisdiction. 
  • Support implementation of priorities under the Canada–Métis Nation Accord, Permanent Bilateral Mechanism, Métis Policy Forum, and other intergovernmental mechanisms.
  • Provide leadership, mentorship and supervision to a team of policy professionals.
  • Establish team priorities, workplans, and deliverables for team members, while ensuring high-quality policy products are delivered on time. 
  • Oversee the preparation of briefing materials, policy papers, presentations, correspondence, and decision documents. 
  • Support senior leadership in federal meetings, strategic policy discussions, and national engagements. 
  • Monitor federal policy developments and provide strategic advice on implications for the Métis Nation.

Qualifications: 


  • Bachelor’s degree and certification, (a Master’s degree is considered a strong asset) in public policy, economics, political science, law, Indigenous governance or related field.
  • Minimum 5 -10 years of progressively senior experience in public policy, intergovernmental relations, economic development, housing policy, Indigenous policy or a related field.
  • Demonstrated success leading complex policy development initiatives from concept through implementation.
  • Experience developing policy proposals, funding strategies, legislative recommendations, and government submissions. 
  • Experience relationship building, negotiation and consensus-building skills.
  • Strong analytical and strategic thinking skills, with the ability to synthesize complex information and provide clear, timely, and actionable advice.
  • Excellent written and verbal communication skills.
  • Proven experience leading mentoring, and developing high-performing teams. 
  • A demonstrated commitment to advancing Métis Nation priorities and supporting distinctions-based approaches to policy and governance.

Knowledge and Skills:


  • Strong understanding of Métis culture, governance, and the historical, political, and legal context of the Métis Nation. 
  • Knowledge of federal policy and decision-making processes, including experience navigating intergovernmental and distinctions-based policy environments. 
  • Understanding of key national policy areas impacting the Métis Nation, particularly economic development and housing. 
  • High level of tact, diplomacy, and discretion, particularly in politically sensitive and high-profile environments. 
  • Excellent judgment, including the ability to anticipate risks and identify strategic opportunities. 
  • Strong organizational, project management, and time-management skills.
  • Ability to coordinate across teams and functions to deliver cohesive and aligned policy and communications outputs.
  • Resilience, adaptability, and sound decision-making in a dynamic and evolving environment. 
  • Ability to work both independently and collaboratively with internal teams, Governing Members, and external partners.

Additional Requirements:


  • Complete a clean Criminal Record Check with the Vulnerable Sector. 
  • Willingness to travel domestically and internationally, at times with short notice.

Compensation

$105,000.00 - $120,000.00 per year
